G 4/91とか、T 60/82といった欧州審決番号の意味は、
欧州審決の動向のxxxiiページで以下のように説明されています。
G: 拡大審判部の審決
J: 法律審判部の審決

です。/の後ろの数字は、受理年度で、/の前の数字は、その年のシリアル番号です。

ノルウェーで今でも明細書とクレームの翻訳文が要求される根拠規定
ＥＰＣ経由でノルウェーで権利取得するには、今でも、全文の翻訳文が必要です。
ノルウェーは、ロンドン協定に入っていらず（EPOのサイト）、ノルウェー特許法６６条ｃの規定により、ノルウェー語の翻訳が要求されているからです。
ノルウェー特許法
第66b条
欧州特許の付与は，欧州特許庁がその決定を公告したときになされる。特許がノルウェーで有効であると明記された場合は，特許は，第66c条第1段落の要件が遵守されたときにノルウェー工業所有権庁によって付与された特許と同じ効力を有し同じ規定に従うものとする。
欧州特許を全部又は一部取消又は限定する欧州特許庁の決定は，ノルウェー工業所有権庁によってなされた対応する決定と同じ効力をノルウェーにおいて有する。この決定は，特許出願日から有効となる。第39e条及び第55条の規定が準用される。欧州特許庁による決定に従って付与された特許が補正された形でノルウェーにおいて効力を有するためには，第66c条第1段落の要件も遵守されなければならない。
第66c条
欧州特許がノルウェーで有効となるためには，特許所有者は，国王が定める期限内に特許付与の決定の基礎となる正文のノルウェー語翻訳文をノルウェー工業所有権庁に送付し所定の手数料を納付しなければならない。欧州特許が異議申立手続又は審判請求手続の後に又は纏められた特許限定を通じて補正された形で維持されるべきことを欧州特許庁が決定する場合も，同じことが適用される。本段落による期限の不遵守に対しては第72条第1段落の規定が準用される。期限の不遵守にも拘らず権利の回復に関して決定がなされる場合は，ノルウェー工業所有権庁はこれを公告する。
翻訳文は，公衆の閲覧に供されなければならない。ただし，欧州特許出願が欧州特許庁によって公開されるまでは，これは適用されない。
欧州特許庁がその特許付与の決定を公告し第1段落の要件が遵守されたときは，ノルウェー工業所有権庁は特許がノルウェーで有効である旨を公告する。欧州特許庁による決定に従って欧州特許が補正された形で維持される場合も同じことが適用される。

How to make your European patent valid in Norway
Since 1st January 2008 it has been possible to obtain patent protection in Norway by applying for a European patent at the European Patent Office (EPO). To make your European patent valid in Norway, it is necessary to have designated Norway in your European patent application.
Once you have been granted a European patent by EPO, it may then be validated in Norway. The following documents should be submitted to the Norwegian Industrial Property Office (NIPO) within three months from the day EPO granted the patent.
* Patent claims in Norwegian
* Description in Norwegian
* Any sequence listings necessary to understanding the invention
* Any drawings accompanying the EP patent, and a Norwegian translation of any text in the drawings
* Title in Norwegian
* Application number and/or publication number at EPO
* Name and address of owner
To validate your patent in Norway, the following conditions must also be met:
* The validation fee must be paid within the prescribed time limit. You will receive an invoice for the amount (including pages with drawings and sequence listings) from NIPO with a one month deadline.
* Foreign applicants are required to provide a Power of Attorney from an agent with an address in Norway. If the Power of Attorney is not provided, a letter will be sent requiring its delivery with a one month time limit. If the Power of Attorney has not been submitted within the deadline, the patent will be published without the representative being listed.
ノルウェーは、ロンドン協定に入っていらず（EPOのサイト）、ノルウェー特許法６６条ｃの規定により、ノルウェー語の翻訳が要求されているからです。

翻訳文作成には非常に多くの時間がかかるので、出願人の負担を減らすために、主要各国でロンドン協定を締結しました。ロンドン協定についてのEPOの解説はここ。

以下の国では、公用語がＥＰの公用語と同じであるので、翻訳文は全く必要ないことになりました。

Rule 71

EPC ２０１０年４月１日の規則改正
今年の４月１日からＥＰＣの規則改正が施行されています。
詳細な内容は、ここ（日本語）にあります。
重要な変更は２つです。
・EESR（拡張サーチレポート）への応答義務化
従来は、EESRが来ても特に応答する義務が有りませんでしたが、改正後は、サーチレポートの公開から６ヶ月以内に応答する義務があります。応答しなければ、出願がみなし取下げとなりますので、注意が必要です。
審査請求期限と同じですので、通常は、審査請求と同時に応答書の提出すればいいでしょう。
条文上の根拠は、以下の通りです。
Rule 70 Request for examination
(1)The applicant may request examination of the European patent application up to six months after the date on which the European Patent Bulletin mentions the publication of the European search report. The request may not be withdrawn.
(2)If the request for examination has been filed before the European search report has been transmitted to the applicant, the European Patent Office shall invite the applicant to indicate, within a period to be specified, whether he wishes to proceed further with the application, and shall give him the opportunity to comment on the search report and to amend, where appropriate, the description, claims and drawings.
(3)If the applicant fails to reply in due time to the invitation under paragraph 2, the application shall be deemed to be withdrawn.
Rule 70a Response to the extended European search report
(1) In the opinion accompanying the European search report the European Patent Office shall give the applicant the opportunity to comment on the extended European search report and, where appropriate, invite him to correct any deficiencies noted in the opinion accompanying the European search report and to amend the description, claims and drawings within the period referred to in Rule 70, paragraph 1.
(2) In the case referred to in Rule 70, paragraph 2, or if a supplementary European search report is drawn up on a Euro-PCT-application, the European Patent Office shall give the applicant the opportunity to comment on the extended European search report and, where appropriate, invite him to correct any deficiencies noted in the opinion accompanying the European search report and to amend the description, claims and drawings within the period specified for indicating whether he wishes to proceed further with the application.
(3) If the applicant neither complies with nor comments on an invitation in accordance with paragraph 1 or 2, the application shall be deemed to be withdrawn.
・分割出願の時期的制限
分割出願の時期的要件が、最初の拒絶理由通知から２４ヶ月か、単一性違反の指摘の通知から２４ヶ月のうちの早い方までに制限されます。過去の案件についても適用されますが、９月３０日以前に２４ヶ月の期限が来るものについては９月３０日が期限になります。従って、過去のＥＰ出願について今のうちに分割出願をしておくべきものがないか、検討する必要があります。
条文上の根拠は、以下の通りです。
Rule 36 European divisional applications
(1) The applicant may file a divisional application relating to any pending earlier European patent application, provided that:
(a) the divisional application is filed before the expiry of a time limit of twenty-four months from the Examining Division's first communication in respect of the earliest application for which a communication has been issued, or

分割出願の期限は、１０月１日より前には到来しない点について以下のように記載されています。

重要な変更は２つです。
